Addressing Homelessness: Policy Options for Auckland
Research Methodology and Case Selection
Locations with very low rates of homelessness were identified and selected for analysis when it was found that policy coordinated activity between non-governmental organisations, local government, and national government. Policies were inspected for their attentiveness to human capabilities, differences in institutional arrangements to Auckland, and their responsiveness to the short- and long- term needs of homeless populations. Further criteria for analysis included the responsiveness of programmes to demographic and cultural trends in homeless populations that may affect the needs of the homeless. While some attention was paid to the implementation of programmes in each case, a thorough investigation of the effectiveness of programmes is beyond the bounds of this report.
