- Local government advocates for the creation of this agency and audits its bylaws for their effects on homelessness.
Recommendation 2: Local government oversees inter-agency communication
- Local government oversees the sharing of case management information between national services and local NGOs.
- Local government audits services in terms of their abilities to assist homeless people in realising their capabilities. This is done via central-government coordination.
Recommendation 3: Services should respect the dignity of the homeless
- Services should recognise that homelessness goes beyond rough sleeping.
- Services should foster the capabilities of the homeless by considering the importance of fostering the social bases of self respect and care.
Recommendation 4: Improved communication between NGOs allows services to be delivered efficiently
- NGOs specialise in the provision of certain services, rather than overlap.
