The experience of gaining advice and consulation from New Zealand Immigration Services has proved for many to be shocking, as there have been instances where information provided has been inconsistent and against the idea of the Immigration policy against which advice is given. This not only reflects negatively on the NZ immigration service, but also the government as a whole for providing misguiding information. This reflection is most often experienced by tourists or temporary migrants, who are the biggest benefactors.[1]

This negativity could lead to the decline of New Zealand’s biggest revenue earner, tourism. In order to ensure that this does no happen, the New Zealand government, specifically the Department of Labour should be concentrating on how deal with the situation, as these negative impacts reflect poorly on the management of the department, and therefore the government. This negative impact on the government, by the tourism and short term migrant industry, are reflected in economic indicators as they are primary contributors to the economy. To avoid criticism from one of its biggest economic contributors, the government should identify the problems presented and attempt to fix them.

It is clear that the government recognizes this as a problem, as seen in the Auditor-General’s report into Immigration Matters. While there is a positive reflection of the staff it does recognize that there is no clear ways of review, to what extent staff hold the knowledge and procedure, and therefore some form of assessment is needed.[2] This report aims to do this by analyzing the current situation, as well as presenting ideas being employed in different countries and illustrating the effect they are having on the immigration service. In order to provide the most paramount recommendations, the report analyses background of the policy issue, as it illustrates how Immigration Services have been operating and why. It will look at the analytical framework, and why government failure was chosen and why it has been implemented to scope the problem. As well as apply the conceptual framework to topic and describe methodology, which will illustrate how I chose the case, and why the approach is valid.

Through this a concluding three Recommendations will be established regarding the situation and how the government can implement these will be discussed. Further through the discussion the report will aim to establish what implications can be drawn from the findings regarding the recommendations, how valid they are and how they can be conducted through a comparative analysis, while also illustrating their efficiency and practicality, in regard to implementation.
