As this is a form of Bureaucratic Failure, an approach by the Government should be undertaken to use the funding allocated to put in place the most desirable option, as this would also benefit the government.   Through a cost benefit analysis of each recommendation, it has been outlined how each idea is favourable to the Government and how it relates to their budget for New Zealand Immigration Services. A form of cross referencing with important factors such as benefit to immigrants, the Government and affect on business, has been included.  The cost benefit analysis will be preformed through a matrix, where these ideas will be presented the recommendations “graded”.   These grades for a bureaucratic failure or government failure are based on their efficiency which represents how efficient the recommendation in regard to economy, equity evaluates how fair the recommendation would be while political viability asks what political support the recommendation would have.  There are four regions identifiable in a cost benefit analysis: Low benefit, high cost; high benefit, high cost; low benefit, low cost; and high benefit, low cost.  These grades can be viewed in Table C.

Recommendation A
To further develop the current resources used, including on the job training, and implementation of Immigration Policy.
Further development of current resources, which includes job training and implementation of immigration policy scores high in efficiency for both Immigrant and Government needs and medium for Business needs.  It would be very practical and understandable to develop the training provided by New Zealand Immigration Services, as it would be beneficial to both immigrants and the government due to the lack of further development involved.  In regard to Government it grades high for all three sectors, efficiency, equity and political viability as it is developing the system, rather than replacing the whole structure, which allows for cost to be low, development to be evident and politically viable as it produces change without disruption. However it only rates a medium for business, as it has no real impact.  It is also for this reason that equity and political viability rate medium in regards to business.  In regard to the effects on Immigrant’s this recommendation would be graded a high for equity and medium political viability as it allows for the system to continue without disruptions and to no further cost for the immigrant.  In regard to the Cost-Benefit Matrix seen in Table C, this situation would be best described as a low cost, high benefit situation.  As this recommendation would not involve high increase to the budget, but the correct implementation could result in positive outcomes.

Recommendation B
A form of train while you work program, where Immigration Consultants are trained to work with different cultural groups.
Further interaction and understanding of cultural perspectives allows for immigrant needs to be understood better and for Consultants to not only learn procedure, but also respond in efficient ways to approach immigrant problems.  This is explained by the high grade in regard to immigrant in efficiency, however due to the changes that would have to be put in place to ensure this takes proper procedure it only rates a medium in regard to Government.  As this is would be an alternative programme there could be an increase in cost to the Government due to implementation and could possibly result in an increase in the price of Visa’s and Permits for New Zealand, which is why this is graded Medium.  While it grades low in regard to Business as it could potentially mean more immigrants going straight through New Zealand Immigration Services and less with the Market’s alternative independent Immigration Consultants, however it rates medium in regard to political viability as there is no development in the sector.  In regard to Political Viability both Immigrant and Government grade high, as this decision could be seen as favourable by future immigrants and New Zealand’s growing migrant population.  This would be best described as high benefit, medium to high cost situation, in regard to Table C, this places it somewhere in between the identified regions (b) and (d).  As there would be benefits for both government industry as well as immigrant sectors, however the cost of implementation and operation would mean a meaningful increase to the budget.

Recommendation C
Development of new educational resource, a Diploma in Immigration Advisory.

It would be incredibly efficient for Immigrants to receive information and consultancy from individuals who have completed a thorough education in regard to the area of consulting, and therefore is correspondent to a high grade.  However in regard to Government and Business, efficiency grades Low as it would require high costs for individuals to undertake the programme and would perhaps lead to a decline in candidates.  For Immigrants, Government and Business grades Medium for being equitable as there would be further knowledge into the situation however as this education provided is not from only one source and could mean a variety of teaching methods which could once again lead to inconsistency.  While there would be some political viability, all three sectors score Medium as the costs involved and the potential for failure in implementation and operation are possible outcomes. This situation could be described as a low benefit, high cost situation, and would be placed in (a) in Table C. While there would be some benefit to immigrants, there is confusion about what information would be provided and how this information would be taught and further evolved once the “diploma” is completed.  To implement such a programme would also involve high costs, on government and the industry.
