Background

The provision of health is big business. Total health expenditure for 2010 was 12.7 million, being the second largest area of expenditure area after social security and welfare (The Treasury 2010). While current expenditure estimates for the 2010/2011 year put health expenditure at 13,137 million (The Treasury 2010). Given the portion of government expenditure health takes up, the question is easily raised, is the way in which the sector is currently structured the most efficient? The structure of the health sector has a significant impact upon the amount of funding required. However, it is not just funding which should be considered, issues such as equity and quality of care are factors which are important to a good health system.
