In 1996, a National–led coalition government was produced under New Zealand’s first Mixed Member Proportional (MMP) election. This also lead to reform of the health system again, the CHEs were renamed Hospital and Health Services (HHS), with their focus being moved from profit and towards public service. The four RHAs were also centralised to one organisation, the Health Funding Authority (HFA). The HFA resulted in contention between the Ministry of Health and the HFA, as the intent, role and authority of the HFA was unclear, while providers had concerns where it was seen to lack ‘local presence and understanding’ (Gauld 2003, 2009; Ashton 2002).
