Definition

Child abuse comes in many forms and shapes. The Children, Young Persons and their Families Amendment Act 1994, defines child abuse as the “harming (whether physically, emotionally or sexually), ill treatment, abuse, neglect or deprivation of any child or young person.” Furthermore, the Care of Children Act 2004 states, as its only mandatory ‘principles’ provision that a child’s safety must be protected from all forms of violence whether by members of his or her family, family group, whanau, hapu or iwi, or by another person.
