The growing problem of fatalities and injuries retards various key objectives of government e.g. “human flourishing and advancing human rights” (Mintrom 2012) and having effective institutions to protect the people. Thus, it is important to study the WHSS because the negative externalities of workplace health and safety are inimical to the healthy functioning of the people and the business organizations. It links to the broader issues of labour laws and regulations and the effects on the productivity and economic efficiency of the country. New Zealand government, led by the Department of Labour has responded to the problem by coming up with the WHSS and action agenda.
This study conducted an analysis of the WHSS and its action agenda. The analytical framework was based on the steps to the implementation analysis of Mintrom (2012), discussed under the section of findings and analyses. The 5C Protocol of critical variables of Najam (1995) is also applied in the discussion section. Finally, a set of recommendations are set out.
