This report was produced by Hana Mlinac of the University of Auckland (2012). The views in this report do not represent any government, individual or organization. The intent of
the policy report to analyse the ways in which drug consumption in New Zealand can decrease through a process of decriminalizing personal drug use and possession of all users.
It argues that drug abuse is first and foremost a public health concern and should be treated accordingly.
