Why We need Fairer Bus Lane Regulations
In Auckland recently, there has been much concern and disagreement over current bus lane regulations. Many claim to have been treated unfairly by the present bus lane enforcement system due to ambiguity of bus lane rules. Arguments against the current system have ranged from lack of promotion and signage causing misunderstanding of bus lane rules to allegations of revenue gouging by the council. Indeed when the Auckalnd City Council has issued over six million dollars in infringement fines in the last year, there may be more involved than simply motorists’ blatant disregard for bus lane rules. Hence, this study examines bus priority measures and bus lane enforcement policies in order to identify problems with the current system and establish how those problems might best be addressed. This report will also make use of relevant theoretical perspectives, which may serve as an analytical framework for our consideration of this topic; namely, market failure, government failure, and to a lesser extent comparative institutional analysis and implementation analysis. Doing so, may help us to understand why this is an important topic to be addressed and offer a more convincing argument as to how issues might be resolved. In addition, this report will also attempt to provide some insight in the form of recommendations, which may serve as rung on the ladder to overall success in the area of bus lane regulations. Therefore, the objective of this report is to build the case for fairer bus lane regulations in terms of bus lane promotion and education especially regarding the 50 metre rule, as well as road safety and more transparent enforcement procedures.
