Comparative Institutional Analysis
This project applied the analytical framework of comparative institutional analysis to the case of the private health insurance incentives scheme (PHIIS) in Australia in comparison with the current arrangement in New Zealand. This particular framework lends itself to enabling the drawing of lessons from working policies in other places to address a particular policy problem (Mintrom, 2012).
Analysis of Government Failure
Additionally, utilising the framework of analysis of government failure “through careful application as a component of comparative institutional analysis” (Mintrom, 2012, p 197) assisted in identifying the possible sources of government failure that have arisen from the PHIIS in Australia, and that have a likelihood of being replicated in New Zealand.
