Recommendations

1.                      The introduction of a subsidy on private health insurance should not be considered at this stage in New Zealand.

 

2.                      Consideration should be given to the introduction of a tax penalty for people on higher incomes who do not have private health insurance.

 

3.                      Stakeholder analysis should be conducted to assess the relative acceptability of introducing restrictions on offering insurance policies that provide reimbursement of patient co-payments for publicly subsidised services.
