In order to gain an insight into how eGovernment can be used to engage youth the report will first look at the two main theoretical conceptions of citizenry and how this affects participation. Following this there will be an investigation into the benefits of engaging youth in local government which have been gleaned from both practically and theoretically based research. The report will present scholarly work concerning the various causes of youth disengagement before revealing the applicability of eGovernment for targeting youth through presenting an analysis of ICT and eGovernment use in New Zealand. This theoretical analysis will be supported by the use of a comparative institutional analysis of the various approaches used to provide eGovernment and target youth in New Zealand and abroad. Specific focus will be given to eGovernment initiatives in Canada, Germany, the USA and the UK as well as here in New Zealand. These countries were chosen because of their similarities to New Zealand in relation to their ICT adoption, culture and focus on providing innovative eGovernance. Specific reference will be made to synthesize a framework as provided for these case studies to foster a best practice approach to providing for youth engagement in the Auckland region.
