Section 19 (Z) b of the Local Electoral Act also sets out that the public may initiate a binding poll on the issue of Māori constituencies in their local government area, should 5% of registered eligible voters request it.  The Act requires that this be done through a petition, signed by the region’s eligible voters, not just ratepayers.  This has the effect of including more people in the running of a local authority than simply those who pay for it directly through rates demands.  The local authority may also decide to hold a poll on the issue.
