The analytical framework used in this policy report consists of a structured line of questioning derived from Mintrom’s implementation analysis framework (2010). Implementation analysis highlights not only how pre-implementation concerns about National Standards remain but also how the implementation process has prompted a raft of other difficulties that will need to be addressed in order to evaluate the appropriateness of the National Standards policy. An analysis of policy implementation emphasizes that rather than implementation being an afterthought to policy design it should be considered at all stages of formulating and designing government policy.
