In 2009, the government decided to cut eligibility to the Training Incentive Allowance (TIA) for sole parent beneficiaries intending to access higher education, and restrict eligibility to only those undertaking study at secondary school level or lower level courses. This policy report researches the cut to the TIA, and the potential impact of this policy decision on sole parents and their children, with the intended audience being the Ministry of Social Development. This is an important topic as this decision will dramatically hinder the advancement of sole parents, and deny them the opportunity to study at higher levels, and improve their lives and those of their children. The decision to remove training incentives for sole parent beneficiaries is identified as government failure. The approach used to research the potential impact of this policy decision on sole parents and their children, is a social impact assessment and a cost-benefit analysis. The principal finding of this report is that the government should reinstate the TIA for sole parent beneficiaries intending to access higher education.
